About me

After a career of thirty five years, I retired from the Canadian Government in October 2015 and founded Export Controls Solutions (Canada) Inc. My first twenty years were with the Canada Border Services Agency (CBSA) holding various positions ranging from Customs Border Officer and Manager of the CBSA National Counterproliferation Program. The last fifteen years were with the Department of Foreign Affairs, Trade and Development (DFATD) as Senior Export Controls Officer responsible for sensitive and strategic export related cases within the DFATD Export Controls Division.

I have extensive work experience in licensing procedures, national and international control lists, licensing operations, program management, customs enforcement/intelligence operations, national and international training, international controls negotiations and national export controls program reviews and evaluations. I have worked with international organisations since 1993 in a licensing and enforcement expert capacity.

Our philosophy

Export controls is a necessary security mechanism which may benefit both industry and government. I believe that my experience, knowledge and understanding of existing Canadian Government requirements will help industry meet their export/import obligations while avoiding unnecessary delays.

Work experience

1980-2000  I occupied a variety of positions from a Customs Border Officer to Manager of the CBSA "National Counter Proliferation Program".

2000-2015  I was the Senior Export Controls Officer responsible for sensitive and strategic export related cases within the DFATD Export Controls Division.

-  Represented Canada as the Head of the Licensing and Enforcement Export Meetings (LEEM) in International Export Controls Regimes, including the Australia Group (AG), the Missile Technology Control Regime (MTCR), the Wassenaar Arrangement (WA), the Nuclear Suppliers Group (NSG), the Chemical Weapons Convention (CWC) and the World Customs Organisation (WCO).

-  Helped Canadian exporters negotiate and complete multiple national and international export related cases.

-  Guided exporters with the development and implementation of effective internal compliance plans which enabled them to respect existing Canadian requirements.

-  Developed and delivered export controls cross country seminars to industry and many customized information sessions for Industry.

-  Drafted, implemented and/or provided input in the following documents related to the modernisation of government export/import procedures:

  • --  Multi-Destination Permits (MDP)

  • --  General Export Permits (GEP) and associated procedures

  • --  In-transit procedures

  • --  Export and import permit reporting procedures

  • --  Canadian Export Controls Handbook, the user’s guide to Canadian export controls requirements.

  • --  Internal Licensing Officer Procedures Manual (step by step methodology for Canadian licensing officers)

  • --  Broadbase Import Permits and International Import Certificates Letters
